Depends on the locality. I left mine outside all winter here in Melbourne, but did move them to a semi-protected area by the verandah. That said, I have a volunteer jalapeños bush by the back fence that seems to thrive year after year. I didn't plant that one, bot I suspect a local raven 'planted' it there after pecking apart a few damaged chilies that I picked and left in the planter box.
