Can a cheap grow light overwinter hot pepper plants in an unheated garage?

My brother wants to overwinter hot peppers in our detached garage. It stays around 10°C. Looking for a low-watt light that can keep them semi-active without triggering flowering. Has anyone tried this setup in Toronto?

I overwintered mine in a cold garage with a clamp light and daylight bulb. No flowers, just slow leaf growth. Are you planning to prune them before bringing them in?

yeah, I used a cheap, low wattage LED grow light before. and it can successfully overwinter hot pepper plants in an unheated garage, just kept at around 10°C
